This is an excellent condition Civil War belt rig that is complete with shoulder and hanger straps. The belt is maker marked with an ink stencil, "H. A. DINGEE". The belt plate and keeper have the matching numbers "1002" and the plate, with two piece applied silver wreath, is additionally stamped "U. S. Allegheny Arsenal". I can remember 20 years ago when you could find several of these in any Civil War or antique gun show. That doesn't happen any more.
